My gut feeling is that if the tank is below deck and it's integrity is at all questionable then replace it. The thing I've seen that is most common is to ensure that there is space between the tank and the bottom of the bilge so that water can drain through. My boats tank is aluminum and raised off the hull by about 2". It sits on a piece of poly coated 3/4" ply and heavy duty rubber weather stripping for isolation. I had it out and tested recently. It is still in perfect shape after 18 years.
