amateur mechanic needs help-manual rewind starter rope

I finally got the spring/pulley assembly back together and mounted on the motor. The pulley turns easily and it engages the flywheel.
Now how do I get the rope & handle to get tight against the cowling.
I have the manual(two of them) I have read the section but I do not completely understand.
It says if the sping loop does not extend 1/2" freely recoil the rope and release one full turn-then retest.
What does this mean? Does the spring loop have to start coming house of the cup? I can easily pull the spring loop out.
This is the first time I have done a rope replacement myself. I am not a professional mechanic so any helpful information is appreciated.

The new rope is 711/2"(specs from manual appendix)

its hard to explain but you have to have more tension on the spring take it off and load the spring somemore be real carful it can take your fingers off or worse if it pops out take an eye out I cant stress enough to be careful

I agree, put those safety glasses on, things happen.

I have to confess to not having any recent experience with the 9.9 recoil, but I think what it is saying is that the spring cannot be wound so tight that you can't pull the loop out. If that were to happen, it would break the spring if you pulled the rope any farther.

In your case it sounds like the spring isn't wound far enough and needs another turn of preload.
