Another 9.5 Sportwin Question

First off, I know I have to get a manual but I dont have it yet.

What is the purpose of the white plastic tab between the throttle cam control and the carb lever? Should it just be sitting loose or should it be spring loaded? I cant find this piece on Evinrudes parts listings. Is it just there to prevent wear between the two metal parts?

if memory serves me right, there should be a black wheel that snaps over it. I see if I can Find it. From the pictures it almost looks like the wheel is missing on the cam follower? What year, thinking around 1965 era. And if so I dont think the wheel was out yet, just the stem, and
