Another Intermittent Starting Issue

Alright, I know this has been talked about a lot and I have read a good amount on from the archive. Here is my situation:

Recently purchased a 1998 Four Winns with a 4.3 GL Volvo Penta this past Memorial day

About every 10th start, the engine won't want to start - no cranking. I don't hear a click as some have asked in the past but I hear some noise from the back on the engine. If i continue to try, it will just start like no issue after about a minute or two of fidgeting and trying different things but no common thing. I have changed out the wingnuts to hardclamps on the battery and thought I had it fixed it but it did it again this past week. Doesn't seem to be connected to a cold or hot start. I also replaced the ignition switch and it did not fix it. Intermittent issues sound like a bad connection somewhere to me...my question is where should I start as there are a lot of places to check. Thanks for your help.

I've found that If I lean on my throttle handle while parked, Sometimes the handle will move enough to activate the neutral safety switch in the control. I jiggle the handle to make sure its straight up and it fires right off.

It did it for me again this past weekend (twice). fiddled with the throttle and it didn't do a thing. I can hear the fuel pump (or something else buzzing) when I try to crank it. Could this be a bad starter? Seems to me it isn't a direct electrical connection as the engine and accessories are getting power (and I check all power and ground wires and tightened everything up). Any help is appreciated. THank you.
