Another Mercruiser tilt issue

I have a Searay seville with the oildyne tilt/trim pump. My tilt/trim UP started to act sporadically last year. DOWN always works. I have no clue as to why...hence the question, but the UP only works after I turn the steering wheel to the right (engine on or off). Nothing but a click when not turned right.

Any ideas as to what would cause this?

Here is a link to the Mercrusier service manual for your drive (It's online and free)
Section 1C that has the troubleshooting section for trim/tilt problems.
Also section 5 has more info on the Oildyne pumps both with the plastic and the aluminum reservorirs.

Thanks, but when entering I get a .pdf downloaded. When I click on any of the links, I get a "file not found'message.

It's a .pdf file. Open it first, then save each section to your computer.

After reading in your profile you were a computer geek, I assumed a .pdf file would be simple.
