Another question about loss and gain of rpms

I just had my 1991 Evinrude 90/65 pump tuned up by a local OMC dealer. He said it was running top notch but I took it in the water and yes it was running smooth but still I am short 600 rpms of where I should be running at WOT. But when I push the choke in I kick up to where I should be, I am no outboard expert but does this mean I need to rebuild the carb or am I going the wrong direction?

I would say you're going in the right direction. It appears to be a fuel starvation problem of some sort. clean carbs is an excellent place to start.<br /><br />Good luck!
