Another transom question

Hello everybody,
1986 Wellcraft Monte Carlo. I was checking the components in the bilge and had to undo one of the screws holding bilge pump hose, and I noticed that screw comes out and goes in too easy. So I stuck the small screw driver in the hole and found that that area of the transom is hollow. No wood, or rot. Just hollow. the area is about 6" from the very bottom of the V, and top edge of it is horizontal. From the ihside I can see that it was moulded like that. because that hollow portion is recessed, about 1/4". So looks loke it was built that way. There is no any hardware except for that screw and drain plug in that area, I took the plug housing out and it is solid fiberglass tere, no core.
Can anybody comment on that?

That just doesn't sound right. Seems to me that it would be subject to stress from the engine and start cracking. Might be worth thinking about cutting out the inside fiberglass, install marine rated wood and glass over that.
