Anti-Dribble Valves are they necessary for Bell Housing?

I am a relatively new boat owner. I took apart my Alpha One Gen 2. The Bell Housing does not have a Anti-Dribble Valve. However, there is a plug on the back side. I ordered a replacement Bell Housing. Is a Anti-Dribble Valve necessary? It seems that this hole dead ends to a plug. So, why have the Anti-Dribble Valve?

Without the valve you just plug the hole to keep crud from coming into the opening. Its purpose is to allow gear oil to enter the drive from the res container if equipped with the res.
