What is the proper way to fill the cooling system when it is empty ?

with heat exchanger, thru the radiator cap

without heat exchanger (seawater cooled), launch boat, it will automatically fill when the pump starts spinning

Yes same as on a car

yes, with a heat exchanger, you put in a 50-50 mix of antifreeze
