AQ125 Raw Water Pump

Job is timing belt replacement. When I got to the raw water pump this is what I have for bolts. Were these supposed to be allens in the middle or hex on the outside or something else? They are as round as they look in the pics attached. Any ideas how to remove them other than an easy out?

with that amount of rust on the motor, you may want to pull the motor out of the boat. there was water sitting higher than the crank shaft in the bilge of that boat.

In the past, I have welded nuts and Allen keys onto rounded bolt heads. This looks like tight clearance,, not sure if it's possible, but it might be an option if you know a good welder.
