AQ125A Control Issue/parts nla

I have a 1984 Bayliner Capri 16' with the AQ125A I/O with the 270 outdrive. I cant seem to figure out how to operate the throttle in Neutral for cold starting. It appears that the Control is missing a cap or part at the base of the control lever (see Pic)

My question is, how can I get the control into neutral even if it entails a screwdriver or something like that as the only time that I need to do it is when I start it up cold at the dock? Is this a mechanical or electrical neutral control? If there is supposed to be a button where the part is missing, does anyone know where i can find an old part like that?

Any help is greatly appreciated!

Put it in neutral, pull the handle out and move forward for throttle only. When you move back to idle and neutral, it will pull back in for throttle and shift.

The only thing missing is the decorative cover.
