AQ271C cooling system

I recently purchased a boat with a 290A outdrive and an AQ271C engine. I have attached a picture showing where the raw water intake from the drive has been tapped into with a shutoff valve from the intake and a capped off stand pipe with another shutoff valve. Is this setup meant to make winterizing easier? I have removed the outdrive to clean and paint and am wondering if I can use the standpipe as a water supply so that I can run the engine on land or would the water pressure from a hose damage the water pump impeller?

It's a home made setup made out of Home Depot stuff. without knowing how and where it's hooked into the engines cooling system, it could be anything. The purpose for it, well you would have to ask the builder/designer.

Thanks for the reply Don. It looks as though it might be best to eliminate it altogether.
