Sorry to hear about your shepherd, once i had my first shepherd ive found it impossible ever since to consider getting another breed. They seem to pass on really young compared to other dogs, not to mention getting lame early too. I try to limit their exercise per vet instructions but the dogs dont like that. She even worked out how to open the ranch slider to find me on the farm.
Ive never seen a Brittany before, they look like a tall king charles spaniel.
I looked up your motor and i cant find a relief valve, only the vernatherm/thermostat housing which has a spring it it, so it might be part of your thermostat assembly which you have already done.
You could try in the water to check that its just a problem on the muffs.
Is your overheat horn working?
The v4s i have worked on get hottest at idle and cool as water flow increases with engine rpm and the relief valve poppets/springs open.
On a couple of them the overheat was sounding after a few minutes at idle so you have to back yourself to do what seems counterintuative and speed the motor up out of idle to cool it down, as i didnt want to leave it sitting to cool at that temp as things would start melting
