Attachments, I can't see them

Can someone tell me why I can't see attachments. I'm not a computer tech so please try to keep it simple.

All I see is the block that says attached thumbnails.

To keep it simple, they're currently disabled and the system is being modified.

Yes, I see the yellow banner is still there. I got confused when I see that attachments are posted and everyone is commenting like they can see them.

The yellow note bar at the top of every page should help explain it too.

It's still there, unless you click on the X on the right side of the note. Then it's gone forever, never to return. If you log out, you will be able to see it again.
