Couldn't find the exact answer to my question so here is a short write-up about repairing the Audio Warning Kit.
There are mixed opinions online about the time delay on the buzzer. Many like it sounds as soon as you turn the key, others prefer it doesn't go off right away. The latter option has a feature to test the buzzer by holding the key to the ignition position for >10 seconds.
I bought a kit online and the time delay relay (the red-circled #8 cylindrical drum next to the speaker) seems busted. The alarm won't go off no matter how long I wait. The speaker (#9), though, is perfect; it sounds crazy loud if I feed it 12v directly.

If you are on the "I-want-the-alarm-not-go-off-right-away" team, like me, then replacing (or adding) the time delay relay is a simple fix. Here are the interchangeable parts that will work:
Take a picture of your relay's wiring before replacing it so you don't forget the wiring positions. If you have some electrical wiring skills, you could even replace the old-style drum-shaped with a new, time-adjustable, modern time delay (on) relay.
