Looking to restore the top cap of my fiberglass bass boat but the entire thing is peeling in spots like the pics. I can literally peel the stuff off with my fingers but the whole top cap is covered with it. Is this auto clear or something else entirely? What's the "easiest" way to remove it before I start wet sanding. Thanks in advance for the info.
