Bad Coils???

I have a johnson 200, model no. J200STLCCM . Been having problems for a while , thought it to be the power pack. It would start fine but while the boat was opened up it would surge. Bought a new power pack and replaced. Took it out for a try. Ran great that mourning put as the day warmed it started surging again. Decided to do a spark test , so I built me a tester, set it at 7/16 gap. the no. 1 coil had very week fire. The no. 2 coil had strong blue fire. The no. 3 coil had strong blue fire. The no.4 coil which is new had no fire. The no.5 had no fire. The no.6 had very week fire. I shortened the gap a little but had no change. Is it possible that all these coils is bad , including the new no. 4 coil?

while anything is posible now would be a good time to use a CD-77 and the pack load resistor to properly test the inputs of the stator and the timer to the pack and the output of the pack to the ign coils.<br /> its either test it or toss parts at it.
