bass tracker "foam"

I bought a 1994 bass tracker "pro team 17". my question is about the foam... I have taken off the drain cover on the deck and I see foam, directly under it. this isn't right is it?

Seems to me like a poor design to drain water right on top of the pour in foam. Posting up some pics would be helpful.

Well, I was going to say if no one has messed with the boat that it is probably an access hatch that probably got broken and someone used the wrong cover. But I just found this guy who rebuilt a 1989 Pro 17 that said "Even the floor drain had foam installed directly below it, makes no sense" so I don't know. Here is the link

I'm at a loss here.Is it not draining,seems stopped up,etc.?Reason I ask is my buddy has a Tracker;It encountered a fairly good leak after hitting a stump on the front keal cover.As you know that cover is welded so to repair it Bass Pro shop tech said they would need to remove the whole cap in order to re-weld because of the foam.It short--they shoot foam in every crack,hole,or orifice soooo it doesn't surprise me about the drain in yours.

no, it drains fine. But it dosnt make a bit of sense to put foam under a drain!
