Battery Not Charging and fouling plugs

It's a 1992 Mercury - 60 HP.
Battery not charging (disconnected battery with motor running, checked leads coming from motor with volt meter and no power going to battery). Fouling spark plugs after running for an hour or so with no visible signs of plugs being corroded or burnt.

Any suggestions on where to start? Are the two problems releated?

When you disconnected the battery with the engine running you burned the rectifier/regulator out and there is a chance if the rectifier is shorted to ground that the stator is overheating causing a ign. problem
