Battrry charger

I have a 2bank battery charger for my 2 trolling motor batteries. When I plug it in one light will go to green but the other one stays all red. when I check the voltage on both batteries they are about the same 13-13.5. Is the one batteryl no good? Why won't it go to green?

Is this a 12V charger trying to charge two batteries in series for use with a 24V trolling motor, or two batteries in parallel for a 12V trolling motor?

Swap the leads going to the batteries. Also, check the inline fuses.
