First, did you connect the two wires that goes to the lanyard together?

The lanyard should be an open ciruit when running, when you pull the lanyard to stop the engine the switch/lanyard closes the circuit and the CDI power packs are grounding out.

Disconnect the white or black/yellow wire from each CDI Power pack at the terminal strip at the engine.
Then check for spark.
By disconnecting these wires you know if there is a problem in the keyswitch and lanyard.

Yes I connected the 2 wires that connect to the rear of the lanyard safety deal I will try disconnecting those wires to the engine and try to start it tomorrow morning (1155pm now, neighbors might disapprove lol) Thanks Nordin

Kill switch, timer base, flywheel magnets, powerpack.
Go on the CDI website and look at troubleshooting parameters.
will need a dva adapter and a multimeter.

Why the new stator?
You change it? or the old owner say it was changed?

Even new can go bad in 1 second.

Outboardignitiondotcom has test procedures for your outboard.
You can do the basic tests with an analog meter.
But like dcano said you'll need a DVA for the more technical tests.

Try unhooking the tach, sometimes it can cause a no spark problem.
