Bendix Gear stuck up

I have a 1994 johnson 60hp I went to start the boat today and it would not start but would spin, it has a fully charged battery and the cables were just recently replaced. I took the cowl off and noticed that the bendix gear was stuck engaged and the starter would spin but the actual gear wouldn't so the shaft spins and the gear doesn't. I am wondering if this is something I can fix myself or if I need a new starter it seems that the bendix gear is stripped or something, when I look at the nut just under the rubber part it seems to be at an angle along the shaft and does not go up or down anymore. In the past it has always been in the down position and would life up when started.

Have you tried to move it by hand ??? Have you tried penetrating oil in there ??
How are the springs ???
Bendix and spring can be replaced if necessary. If the gears and ways are messed up though it will most likely need replacing.
Can you re-size your photos ??? they are somewhat big.

Remove the retainning nut and spring. Then remove the drive gear from the starter. Check the threads of the drive gear and the starter worm threads. If they look stripped you may need to replace the starter unit.
If they are not stripped...they just need cleaning. Use a solvent and brush if need be. Use a VERY light oil on the starter drive.

To remove the drive gear, use a 13/16 wrench on the hex below the drive gear and use a 11/16 wrench to remove the top nut.

By the lower nut do u mean the one that I have shown in the picture somewhat under the gear? There doesn't appear to be a top nut at all(no nuts above the gear) if I remove the bottom nut will something else be revealed? I'll try to take a picture tomorrow of it, but the only nut I can see all together is the nut that is shown in the picture.

on top of starter remove black plastic cover it just slips on and off,and see if there is a nut if not then there is a clip.pry off clip while holding spring down.after that done take everything off even the nut u talking about no wreches involved.then purchase a new bendix kit.comes with everything you need.hope i was helpful to you. just did that myself.u can do it yourself.the kit cost around 27.00-40.00 it all depends.bring in your old bendix so they can match it.hope you luck!!!!
