Best wot low speed needle 1/4 out.

Recently rebuilt carb on my 65 9.5 johnson and bought new coils and points, took it out and adjusted the low speed needle and it ended up running better at wot backed out only 1/4 turn from the normal 1.5 turns. That seems way too much. AlsO it ran like crap at idle and was hard to start back up

WOT shouldn't be affected by the low speed needle. Should run at WOT fine even if low speed circuit is plugged. Check compression.. should get 60psi+ and pretty even between cylinders. Check spark w/tester.. 1/4" blue bolt in open air from each lead. If that's all good, pull the carb and clean.. be certain to clean low speed passages. You should also replace the 5/16" fuel hose from pump to carb. Good luck!
