I just bought a new prop for my boat that was recommended to be a bit bigger by the company that sold me the prop. I went from a 12.75"x21 to a 13.25" x 17 on a bass tracker pro 17 60 hp evinrude. I haven't tried out the new prop yet, but did notice that once installed that the top of the prop cleared the bottom of the lower unit by less then a half inch. Does this sound ok, my initial look at it it looked tight enough to catch my eye. Not sure if there is any specific clearance needed here.
