Is the pump wired up correctly? Does it turn on via a switch or float switch? are all hose connections tight? is there enough water in the bildge for it to pump? Is the hose cloged? Is the pump cloged? Are you using smooth or corrugated hose (smooth hose will flow better)? Is the outlet to high for the pump to push the warer out of? These are all possible things to consider when the pump isn't working right. To test the pump outside the boat, put it in a 5 gal bucket with the hose attached and run it off a 12v battery (be safe). Evan a brand new one can be faulty.

Some of them are packaged with a one-way valve to prevent backflow. Make sure it was not installed with the flapper pointed in the wrong direction.

And to add to rsdoull's post, if it does have a one-way check valve, remove it. It'll cause you problems in the future.

Could you have kinked the discharge hose when installing it?
