blue diaphram/ cover

i have a 50hp merc and its leaking fuel. appears to be leaking from a blue diaphram/ cover on the side of the carb behind the starter. is this the fuel pump?

Thats the inlet cover,depending on year some have a fine mesh screen behind them and a sealing gasket.

thank you the screws were loose and the bottom carb is very hard to tighten screws, but i think i got it tight
