Boat leans really easy on the water

My buddy bought a 16' Bayliner bowrider with a 50hp outboard to toy around the lake. Problem is when 3 people are on the boat (even under 200lb) the boat leans a lot to one side or the other. Doesnt matter if its its sitting on the water or full throttle. Not sure if it gets on plane i havent been on it yet but he said it does and tops out around 24mph (and still leans)

Is there anything he can do or buy to fix this other than shifting things around to try and keep the weight in the center? Right now he says its like a canoe and its not water logged we checked it on the scales.

On a boat that size, weight distribution is going to matter quite a bit. Rather than centering the weight - are you sure everything (including people) is loaded evenly (left to right)? Since it's leaning sitting still, something is off balance. If it's not waterlogged, then it's something that has been added to the boat - rigging, crew or equipment.

Is the outboard mounted centered?

You say "it leans a lot to to either one side or the other". So it is not consistently one side? ... ok, not really anything to do with "weight distribution".
Does that model boat have a reasonble "V" bottom ( reasonable deadrise)? If so, that's one side effect of a small boat with a significant deadrise, nothing much to do about it. That's the nature of the beast.
