I am new to boating. Neither red green navy lights nor headlights work.

also a question if I need to remove rivers to replace the lights ?

Might be a blown fuse, broken wire, bad switch. Use a voltmeter and start tracing wiring. It should be something similar to the pic below, but may not. Might be as simple as there is a wire left off the battery post

If you can get to the backside of the lights should be able to get to them. If there is a seat up there look under the seat

Chances are the bulbs and switches are OK since none of them are working. Is the stern light working? Any other devices not working like radio or bilge pump? Ooops, pontoon don't usually nave a bilge to pump, so do courtesy lights work if you have them?

Like AD said, start looking at the battery for loose or unattached wires. Also clean the battery posts and connections as they like to get iffy with all the water around, far worse than a car or truck with frequent use.

Welcome aboard.
