Guessing that boat weighs much more than your estimate....my guess would be closer to 400 lbs.

Remove carburetor.---See if reeds are out of position.----One broken.---Or something holding a reed open.----Is the high speed jet inside the carburetor bowl in position ?---Is it clean ?----What is the number on the high speed jet?

Will have to check the reed valves.

High speed is in position and clean, how do i check the number ? Part number? Or what do you mean

I would say that the poster has never heard one of these motors run at the rated RPM !
Maybe not haha! , I got the motor a year ago and it was barely runing, so im slowly progessing on i rebuild everything, carb, coils, condensers, maggplate, electric starter, even the electric choke, everything works now, looks like i just have to tune it up

Will get a gap meter, but here is the test i did with new coils and maggplate.

There is where i found the best performance so far
yes it will fly when up on the plane , but you gotta get there 1st and being as how getting out of the hole has a very different ideal trim setting than on the plane so without power trim to adjust as you go you have to compromise . I would trim it down as far as you can and see if it helps getting up out of the hole , it may want to bury the bow a bit so get ready to back off a bit . I think adjusting to extremes may give you more than you need but it shows ( or not ) that your heading in the right direction and then you can re-adjust. Boats like this are very sensitive to weight distribution but it can be used to advantage .

The high speed jet in the bottom of the carburetor bowl has a number on it.----Remove the jet.-----Post the number found on it.

Just out of Curiosity, what Prop is on it?
Is there Oil in the Gearcase? I asked that cause my brother about 50 yrs ago, ran my Dad's Motor without any Gear Oil and it wouldn't get on Plane either.

FYI, that motor needs to be running at 6000rpm or close to it, to perform well
So if it has Fuel, Spark are the Proper Time, and Good Compression, and not over Propped, it should get that Boat on Plane. I wouldn't expect it to do 29 mph, 23 would be reasonable, as it looks Heavy

Video for reference. Start at 1:30. Observe the engine at full throttle. Listen to the pitch. Listen to yours again.

In the Mercury manual covering larger engines it says that you should expect problems if compression is below 120 PSI. Don't know the specs on OMC and low HP engines but besides loosing one cylinder, you could be low on power.
I don't see determining if you are operating on both cylinders is a problem. Just pull the cap off the plug on one cylinder and make a test run.....then repeat for the other cylinder.
