boat speed limits outside of channels on nj rivers

Does anyone know what the law is in nj about creating a wake
outside of marked no wake zone channels.
I see a lot of people creating a wake outside of marked channels
and never stopped by police.

Unless it says "no wake zone" you are allowed to make a wake, although there might be some rules about how close to shore you can operate the boat at speed.

Not only what Mark42 said, but a boater is responsible for his wake at ALL times.
The problem with that is it's very difficult to prove- unless you happen to have video showing the damage actually being done, along with a clear picture of the perp.
