boat want crank

I have not been having any problems with our boat. The other day went to lake only to find out it would not crank. I put new ignition switch on it changed all fuses under dash and the one at the battery. I do not hear any clicking from the circuit breaker. Not sure if it is in or not. I did push in couple of times and did hear a click but not since and it doesn't seem like it moves when pushed. Everything on dash works except gauges. The lights do come on the gauges. Of course the RPM, and speed wont right now. I don't see the gas hand or the volts moving. Plus the RPM hand is stuck over on 7 and was on 0. The batteries are fully charged. Where should I start. I made sure it was in neutral. The kill switch is on. Should we look at the slave solenoid or the starter first?

It does turn over when I tried to jump from solenoid. I am using a meter to test so do I put on the same place as you show in the post? Also what about gauges not working?

Ayuh,... Welcome Aboard,... Read, understand, 'n follow the diagnosis path in Don's link,...
When you figure out Why there's no Ignition power, 'n fix it,...
The gauges will come on....

They're powered by the same circuit...
