Boat won't start. Think it's the Starter.

I've got a 3.0L 135HP Volvo Penta and can't get my boat to start. I tried jump starting the battery thinking it was the battery (although I started is 3 weeks ago and again last weekend). I try and I get good power to the trim and horn and radio, etc, the the starter motor just give the tell-tale "click". I tried scraping the terminal and all of that and still never got much. In the course of 3 hours of trying to jump start and try a new battery, the best I ever got was two times it started to actually turned the motor over, but was REALLY slow, like it was getting the charge from the jumper cables, but not nearly enough to turn a motor more than 5 RPM's. <br /><br />I had a friend look at it and he took the starter motor off and charged the battery for 1 hour on the battery charger and it still wouldn't turn the starter motor. He thinks it is the starter. It is only a 5 year old boat, could that be possible, a starter motor would work fine last week but only be either "click"ing or just turning the motor a few RPM's when I turn the key? Any ideas? Thanks.

First thing you need to do is charge the battery FULLY (longer than 1 hour)and test it to make sure it is o/k. Then reconect and wire brush all the cable lugs, including the ground cable to the block.<br /><br />Then, if the problem still exists - the starter is the likely candidate.
