bogging at high rpm under load

hi all,
i have a 1979 rienel 247. it came with a 228 mercruiser that rad terribly. i put a rebuilt 1977 chev 350 in it last year.here is my problem.on the muffs in the drive way i can run it perfectly.i can hold it at 5000rpm if i wanted to. when on the water its a different story. it starts and idles perfectly. as i take off it seems good but at higher rpm (3000 or so) it boggs out and almost stalls.it seems to do it just as the secondaries open.ive tried 2diferent quadrajets an then bought a new rebuilt one online.the one was off my brothers 4.3 liter and it was actually the best one.
havent tested the fuel pressure but there is tons of volume.brand new mechanical fuel pump.new gas tank.changed water seperator.it came with a mallory distibuter with the electronic update kit.( no points).i have set initiall timing at 8 degrees advanced.not sure what kind of advance it uses with that distributer..... also tried a new coil and plugs. plug wires have'nt been changed but look good and are only 3 years old. i add some octane boost to every fill up.

oh, one more thing. the last time i had it out the vaves got loud (clicking) we stopped and opened the valve covers and a coup;e were very loose. we tighened running at idle.just till they stopped clicking and a half turn more. didnt seem to make any difference other than stopping the noise.
do you think it could have done cam dammage. also a friend said he had cam dammage where the rod pushes the fuel pump and it slowed the fuel to make it very lean.?????
