bogging down

I have a 1997 3.0lx merc crusier. Sometimes when I come down off the throtle at about 40mph or 4200 rpms the engine boggs down anwd wants to stall.
It will run rough for a few minutes then it will be okay until I throtle up and it shakes and stumbles until I get up to speed. I have down all the useal gas filters,water fuel seprator, fresh gas,cleaned carb, new spark arestor. Any ideas will appciedated

"When I come off the plane".... Sounds like you're getting water back into the engine through the exhaust system as the boat drops back down. Next time it does it, shut the engine down straight away and pull the plugs... Look for water, or signs of water, on them.. BTW, VERY clean plugs is a sign of water... If you are, then pull the exhaust elbow and check it and make sure the exhaust shutter is in place and in good condition...
