bogging not full rpms

i have a 1990 invader with a 4.3 v6 and this just started i am not getting my full rpms while driving starts to bog and will not go faster then 35 when not in gear revs fine while in gear same thing i dont know if it is the carb i gave a full tune up and still same thing i have not replaced the fuel filter in a year replaced last year in middle of season i am praying that someone can help me again this site has been great for me for many years and was also wondering if someone can get me a pic of the carb on this it is a double barr also thanks alot guys

weber 4 brl #9600 ..might be time for a rebuild and adjust floats. some early models used rochester's

what does that mean ? i only have a 2 brl now should i get a 4 brl and i was thinking that the carb has a green id tag if that helps i will get the number off tomorrow but i will do what ever you guys ask me to so i can get it going i have a big trip next fri so i need her in great condition like she used to be a couple weeks ago

List of possible causes of low WOT (Wide Open Throttle) rpm.

In no particular order

Engine Won't Reach Operating RPM. Check

1. Fuel condition. Type and Octane possibly old fuel
2. Propeller pitch or diameter, damaged blades
3. Restricted fuel pickup tube or anti siphon valve Fuel System Test
4. Crankcase oil volume, high oil level can cause aerated oil and lifter collapse
5. Marine growth on hull and outdrive
6. Wrong gear ratio in outdrive
7. Restricted carburetor air intake (clogged flame arrestor)
8. Restricted exhaust system (broken exhaust shutters/flappers) in engine transom shield or drive
9. Poor cylinder compression Compression Test
10. Carburetor defective, or wrong type.
11. Fuel pump pressure and vacuum
12. Boat overloaded, improperly loaded, or improperly trimmed.
13. Engine Overheating
14. Engine timing and ignition system operation
15. Remote control cables and linkage for proper travel to open throttle plates fully.

Ayuh,.... A little Punctuation would go along ways in makin' yer posts Readable....

Fuel filters don't have a use by date, but are pretty water sensitive, 'n expire with less than a cup of water...

Go look, 'n see what's inside yers....

Put all new fuel lines in changes fuel filter going to run some carb cleaner threw her and take out tomorrow I will let everyone know how I make out. Hope all is well

1.try checking the fuel tube in the tank
2. check the fuel tank vent bugs love to nest in them
3 check Anti-siphon
4. check fuel tube screen some are on the bottom end of tube some are inside tube "overlooked a lot"
5. If it is the screen i suggest using the setup in these pictures I took when I had same problems.
