bouncing Tac at idle

TAC works very good above around 1500 rpm. Very solid and stable, calibrated by signal generator.

However, when at idle, it bounces around 800-1000 rpm, not abrupt type but not stable.
I was using my multimeter to check the signal too and found the same problem. At idle speed, it reads random numbers changing frequently. At rpm increase above 1500, it reads correct.

My engine runs pretty good. It is 1977 mercury 1150. The two lines coming from the stator at the cranking plate are connected to the rectifier. Could be the rectifier problem at low rpm, because of the low signal?

Or it could be the stator problem?
