if the meter say you have power between the ground wire and hot wire, and you are sure of your connections, get a reading inside the fixture, have you checked the bulb for being good.
Pull the bulb out. Check for voltage in the bulb fixture, if you have voltage replace the bulb. If you don't have voltage then something is loose. At that point you can start backtracking the voltage in the cable.
