Welp .. the dash is ment to be textured and kinda dullish for reflectability for the panel sights ..

Best bet is to Hand buff with some 3m Imperial compound on a microfiber cloth. Dont coat it with anything after that.

Wet sanding will just knock off the tips of the texture and will not do anything to the rest of the panel.

I will Not get into the V. thing here .. try it if you desire ..

how about dupli color interior paint?
give it a good scrubbing,, to get it clean, then tape off the gages , and just spray it on.

I would hate for you to start sanding on that texture and find out you dont like the way it looks and then your stuck with it. Heres some advice before you go sanding away.

I would suggest buying the dupli color adhesion promoter. I have used it painting my chrome grille on my truck and it worked nicely. Just clean the texture with soap and water, and then apply the promoter. Do 2-3 light coats of that, and then on to your paint. You can primer if youd like, but make sure its not a high build, and again do light coats. Allow ample time for each coat to dry.
