Would this broken wire cause the starter to spin but not engage?

Is that purple wire touching the starter or any other metal components?
Are you able to trace the wire to see where it's going?
If touching then that should be more of a sparking type short vs spinning the starter.
Probably best to confirm what this wire goes to exactly to help know if it has any direct effect to the starter.
