I am waiting to build a portable live well for my 16' foot center console boat. I fish saltwater so my question is should I have fresh salt water coming in and the old going out or can I just have salt water in the tank and have it circulating?

It would be better to add new saltwater continuously. Recirculating the same water is a distant second, as it will get warm and dirty. If you have a self-bailing cockpit, you can use that for a drain. If you have a washdown system, you can use that for saltwater supply to the live well. If no washdown system, you can rig up some sort of pump to pull in the saltwater. Drain could be more of an issue.

Yeah the drain is the problem. I'm going to mount a live well pump on the back of the boat and have it run into the cooler then maybe drill a hole somewhere in the cooler and run some hose or something to dump off the back of the boat

Sounds like my bait tank set-up, except I use a 20 gallon trash can instead of the cooler. It works fine in my BR.

I built one of the cooler systems using an old bilge pump. Pump over the side to fill. Hose over the side to drain, Pump over the side to refill. Works great for my limited fishing needs. I also use a huge Igloo cooler.
