Buoyancy requirements in Hatteras 19' plywood build

Greetings folk. I am a South African building a Spira Hatteras 19'. I don't know whether Google is bias but it seems as if the USA is a nation of boat builders and therefore my appeal to you guys. For frames I used European ash mainly and some Siberia Larch cause I found it for cheap. Larch much heavier compared to the E/Ash. Plywood used is exterior hardwood ply. Epoxy also rather expensive as it is an import product for us. I therefore dont use the recommended epoxies but a "cheaper' import from probably China. Even though I'm busy fitting the bottom I'm already concerned about the weight. I'd like to know whether the legally required amount of buoyancy foam can be poured under the deck (space) fitted over the frames of this build. Spira reckon the boat will weigh around 450kg. I'll fit it with a short shaft 40hp johnson. Also, will a transom cutout for this short shaft motor and fitted splash well suffice? Thanks in advance

is this a wooden boat, or is this a fiberglass over wood boat? If a fiberglass over wood, you could use polyester resin along with CSM and 1708

if this is a wooden boat, some of the more veteran wood boat builders can chime in.

Hi, yes it will be fibreglass over ply - 8 Oz cloth cover and epoxy. Painting I will only consider much later, for now it's bouyance and transom cutout for now as mentioned.
