Im buying a 1996 boat with a1996 Evinrude 115. There is a separate oil tank in the back compartment. Does his mean it is a 2 stroke? Model number is E115SEL

Should be a 2-stroker with oil injection.

Ain't nothin' like a 2-stroker. :D

It's a two stroke.
A 4 stroke will have a dip stick to check the oil level in the bottom part of the powerhead and an oil filter like a car would have.
4 stroke oil should be golden color like your car, 2 stroke should be blue.

I assume this is your first outboard. Study how to use and maintain them. The outside oil tank (probably VRO system) requires that reservoir to be kept full of 2 stroke oil and you do not add oil to the gasoline. Have a mechanic verify that your low oil and no oil alarms are working--you are going to want to take it in to have the water pump (impeller) replaced anyway and get it checked over. But check the compression before you buy.
Also get the seller to show you how the choke and warm-up lever works, too
