What do you mean "flooded boat"? Water in a boat doesn't burn wiring only a short unprotected by a fuse would burn wiring. A motor is not neccesarily "fried" if the boat has been sunk.
Nut once again what do you mean "flooded"? Sunk, filled with rain water, takes on water when afloat? Etc.
Pics would help alot in a opinion. What is causing it to "flood"?
More info is needed.

I had a guy once give me a boat (only 3 years old), but he said I had to come load it myself. I thought no problem. But when I got there it was at the bottom of the lake. Only about 4 feet deep (It got hung under the dock because the lake went down, when it came back up the boat didn't cooperate very well). Anyway, we hired a wrecker to drag it to the shore and then pumped the rest of the water out, got it on a trailer and brought it home. Believe it or not, we cleaned the carbs and drained the fuel tank, refilled with fresh fuel and she started right up. Seats were shot but was in surprisingly good shape. It was under water about 6 months.

Mayber you'll have as good of luck with yours.

IMO alot depends on if you are dealing with salt water or fresh. I am not a motor guy so can't comment too much on that. BUT, if the interior was flooded there can be issues with mold which can mean completely gutting the interior and starting over from scratch... Just something to think about...
