Buzzing sound come from weak battery?

hello all, <br />quick question for anyone who has an idea. my buzzer comes on intermittently (not loud, but noticable) when the motor is running. I noticed that my battery was putting out between 9 and 10 volts (according to my depth finder). would/could that cause the buzzer to sound a little bit? also could that same weak battery cause the tach to not work? it lights up, but the needle does not move when the motor is running. The needle when idling, is pegged at the zero position constantly, but when motor is shut off, the needle sits between the zero and 1000 position. Anyone have any suggestions on either problem? keep in mind the tach is brand new this spring. thanks to all.

really have no knowledge on this subject, but if it's an elec. start, fiddle with the key. My 50 Merc. ignition buzzes unless you turn the key ever so slightly back left. Just a quirk of my often turned ignition.

thanks.. i'll try that too, but i dont think so, cause my switch is pretty "clean and smooth" feeling when it clicks into place when starting the motor. I just never noticed the buzzer not working right till I noticed that the tach isn't working right either. could either of these things work together to cause on bigger goofy problem? all the wires are connected solid, so i dont know what else it could be except for a faulty gauge or weak batteries.
