c40 outboard cooling

Hello,
I have a 96 c40 hp outboard (2 stroke) on a pontoon boat. When i run at full rpm the temp alarm goes off. I had the impeller replaced. It pees very heavy and water is also coming out the exhaust ports like it should.. I had one mechanic go on the water with me because we couldn't make the alarm go of when we put the motor in the tank. So he came out with a infrared temp gun. We ran the boat and within 2 minutes at full rpm the alarm goes off and when you drop it down it back down the alarm stops and its back to normal. If you stay below 2500 rpm it never goes off.. but once you cross over the 2500 rpm mark it squeels every time. So he took the temp gun and checked all over the motor and the highest temp was 130 degrees(f) so he disconnected the sensor to make sure that was the squeal and it was so he says its probably the sensor. But when i went to a boat shop to pick up a new sensor they said those sensors never go bad and its probably the flow around the cylinders is restricted with either salt build up or gunk and they should pull the head and clean it out and replace. So i'm not real sure what to do. I did test the sensor with an ohm meter and it does read when the water hits like 208degrees.. If it has restirected water flow around the cylinders though, wouldn't it not pee well? any assistance would be greatly appreciated. Sorry for the longwindedness

checked thermostat ?
Overpressure valve stuck (pressure relief ?) Although some 40's dont have one.
To check for false sensor, fool CDI with fixed resistor on connector, or check temp sensor value with Ohm meter in hot pan of water.

when was the last time the water pump was replaced? Do you flush with fresh water every time coming out of saltwater?
It is easy enough to pull and test temp sending unit, thermostat, and see what the insides look like when you have them out.
If there is a lot of salt, corrosion, and mineral deposits, pull the head and covers and clean out

Thermostat is in good shape as well. Is it easy to putll the head. Is it as simple as it looks just pulling all those bolts out and cleaning and putting on a new gasket and torquing accordingly?
