Take a piece of wood or something softer than aluminum and put that on the cavitation plate and tap gently with hammer. Be careful not to tap too hard, the cavitation plate cracks pretty easily. If it starts to move down tap on the other side so it moves straigh down all the time.

On my f115 there is another bolt you can't see that is under the steering adjuster thing (not sure what it's called, circular piece of zinc with a skeg on it) You pop off a rubber cap above it to access the bolt. Remove it then you will see the other bolt for the lower unit. Make sure you note the position so you can put it back the same way.
