Cable Steering for Chrysler 55hp problem

Noobie here. I bought someone elses project boat (a 1961 16' Aqua Swift), which was apparently being refitted for a '72 Chrysler 55hp outboard. I connected the steering cable (I think it is a UFlex R&P) and mounted the transom mount, but I dont have full range of motion. I measured the range needed to be 12" to go stop to stop, but the cable only extends about 8.5" with 3.5 turns of the wheel.

Are there any other systems that offer a wider range of motion?

Sorry, learning how to post here. Can anyone tell me what brand cable this is (it is rack & pinion at the helm). Need to find a connector and link rod that’ll work.
