I think so. I think I have seen them. Remote cables come with a barrel that moves up and down the threaded part of the cable (both ends actually) which fits in a hole about the size of a dime and about 3/8" deep on the engine, starboard side and inserts from the front of the engine. The center conductor of the cable has a plastic tip of about 5-6" with a 1/4" (thereabouts) hole in the end which slips over a stud on your throttle linkage or shift linkage depending upon the function and is held in place with a flat washer and self locking nut. The nut is snugged up and then backed off 1/4 turn to allow it to move.
Then all you need is somewhere to connect the steering cable on the engine. On small engines sometimes you deadman the cable (outer conductor)on a bracket adjacent to the engine mounted on the transom (directions should be included with the bracket) then connect the center conductor to the engine. On large engines it deadmans through a tube where the engine tilts/pivots when raised (tilt tube) with a rigid arm that connects the center conductor to the front of the engine. Teleflex makes the steering cables and steering wheel and Quicksilver supplies the cables. Some of that is available on this site.
