Can I remove this piece of PVC material from my transom?

Can I peel this support piece back a bit to give me room for a trolling motor? I'm thinking about peeling it back and gluing some industrial velcro to the top edge of the transom and to the PVC support brace....so I can reattach the brace when the trolling motor isn't mounted.

If this is a bad idea....anyone have any tips on how to build a mount that can clamp on the transom and extend back past the support piece?

Yes, you can peel to the right, but probably is well glued on top transom, place velcro, Would be ideal if you could make 2 wooden, front & rear pad plates, to match elec engine stern bracket width & height, so wooden transom nor paint suffer when securing SB, and engine clamps to it.

I can prob fashion some kind of plywood mount that hangs on the transom.

It's just a splash guard to keep water from coming in over the transom when the engine is mounted too low.

That's good news! I was definitelyt hoping that it wasn't a structural element of the boat. Can't wait to get a troller on....tired of paddling around when I just want to adjust the boat's position while fishing.
