Can I replace a 3.0 with 2.3?

My 3.0 locked up. I found a low hour 2.3 and was wondering if the engine will work as a replacement? I was also wondering if the 20 hp reduction will make a big difference in performance on a 18.5' Gruman fish/ski?

No, it won't fit your outdrive.

You would have to replace everything including the outdrive.
